　Frame Agreement for the Development of Belinga Iron Ore Mine and the supporting facilities including a hydro power plant, railways and harbor terminal is signed between the CMEC , The Import-Export Bank of China and the Government of Gabonese Republic on September 7, 2006 at Presidential palace in Libreville,the capital of Gabonese Republic .Mr.Wu Guanzheng, member of the Standing Committee of the Political Bureau of the CPC Centre Committee ＆Secretary of the Central Commission for Discipline Inspection of the CPC,and Mr.Omar Bongo,President of Gabonese Republic at the signing ceremony.　

Signing ceremony of the Mining Right Protocol of Iron Ore Belinga Gabon was held on May 24, 2008 at Presidential palace in Libreville, Gabon between COMIBEL(initiated by CMEC) and the Gabonese government. Mr.Xie Biao, president of CMEC, and Mr. Jin Chunsheng, Vice president of CMEC presented at the signing ceremony. Mr. YinZhixin , Manager of No.6 Engineering Dept ＆ President of COMIBEL and Minister of Gabon Resources and Finance Ministry executed the agreement.
